The SFMTA is committed to providing a level playing field in contracting and employment opportunities on the Central Subway Project. The SFMTA’s Contract Compliance Office (CCO) establishes small-business participation goals on Central Subway contracts, evaluates bids and specifications to identify potential barriers to small-business participation, and monitors contracts to ensure that contractors meet their commitments to utilizing small businesses. CCO makes bonding, financial and other technical assistance resources available to small-business contractors intending to participate and currently involved in the Central Subway Project.
CCO also oversees prime contractors' efforts to employ economically disadvantaged individuals; monitors certified payroll; and conducts site visits to ensure that contractors meet goals for employing minorities and women, paying prevailing wages and complying with all federal, state and local employment requirements.
CCO actively monitors payments made by prime contractors to ensure that subcontractors are paid in accordance with federal rules and regulations. Prime contractors are required to pay subcontractors within three (3) business days of receipt of payment from the SFMTA. The SFMTA's Bonding and Financial Assistance Program encourages private bonding companies and financial institutions to provide required bonding to eligible prime contractors and subcontractors bidding on Central Subway construction contracts. The SFMTA also provides training and technical assistance to firms currently working on the Central Subway Project. Training and assistance are available on a variety of topics, including preparation of financial reports and business plans, insurance placement, preparation of invoices and certified payroll, development of internal financial and operational systems, payment of prevailing wage and establishment of assets or credit resources for operating capital.

The SFMTA sets aside a portion of trucking work on selected Central Subway construction contracts to be performed by small-business truckers. In order to participate in the Small Business Trucking Set-Aside Program, truckers must meet certain requirements and become pre-approved by the SFMTA.
